Provided it is not destroyed or damaged by the tornado/disaster event. I can charge my phone in my truck, trailer, and I have portable batteries. But if everything gets destroyed or damage by a tornado, then I will be out of luck. Not that I worry (that much) about tornado's in Albuquerque.
That could work, but it’s a lot slower than the fast charger I listed. The one you show is 40 watts total, which is 5 watts per phone. The one I linked to is 120 watts total which is 10 watts per phone plus several USB-C outlets at 20-watts each. It should charge 2 to 4 times as fast.

Fabulous, and very timely, idea. Please reach out to emergency responders in Maui. They need all of the help they can get.
I need a connection at the Weather Channel. Does anyone have one?
I’m looking for a national news channel to present this on. Perhaps the weather channel?
